Yes, they will hold them just fine. I have large cookie sheets, muffin tins, and heavy cutting boards on mine & they work great.

It should work, since they are metal. Although I would suggest that the Chromebooks be centered and make sure that in the event that they might tip, that you place the racks in a position where they won't tip (because I don't know the weight of a Chromebook), like maybe one side up against or close to a wall. Yes, depending on the size of the laptop you may be able to slide two between braces. I have 2 wooden cutting boards in one slot, they fit fine.

Answer:
I really don't know about rust or mildew forming if you use this as a dish drainer. Just remember that the racks are 3 inches wide with only 3 sections, so it won't hold that much. I hope this helps.
